Health policies have been a matter of serious debate in Australia since 1960s. These policies are governed by various groups involved in health sector that encourages various plans adapted by the Government. The health policy of Australia has been through some notable stretches in the last 30 years in regards to identifying different diseases, their threats and providing healthier lifestyle and well-being of its people.
The risk of problems associated to mental health illness and disorders are rising in Australia as well as worldwide. The concept of mental healthcare in Australia is a network of private as well as public systems, where the finances are provided by the Australian Government, federals or state governments and by different health insurers. This essay reflects on various aspects of mental health policy issued by the Australian Government.
The Problem and Context— Mental Health Issues
The first National Mental Health Policy of Australia was established in April of 1992 in the Australian Health Ministers' Conference (AHMC) by the federal government and health ministers of all Australian states, te
itories (National Mental Health Policy, 2008). As per the World Health Organisation, mental health is a condition of wellbeing where every individual discerns own potential, can survive the stress of life and individuals can be productive by contributing to the society.
The National Survey of Mental Health and Wellbeing conducted by the Australian Bureau of Statistics (ABS) in 2007 delivers an all-inclusive data of mental health disorders in adults. It stated that approximately 45% of Australian people experience mental health issues in their lifetime and 20% of the people had already experienced the disorders in the past year (National Mental Health Policy, 2008).
A recent National Health Survey conducted by ABS stated that 20.1% (4.8 million) of Australians were observed with mental health conditions or behavioural issues in the year 2017-2018. This was a sharp spike from the year 2014-2015 (2.6%) majorly because of the rise in depression and anxiety related issues in people (Henderson et al., 2018).
    The Australian Child and Adolescent Survey of Mental Health and Wellbeing governed by the Department of Health during June 2013 and April 2014 stated that approximately 14% young adults from age 4 to 17 years have encountered mental illness 12 months before the survey was ca
ied out (Cook, 2019).
Issues Addressed by the Policy
The policy majorly addresses the disorders and behavioural issues caused due to development of medical conditions in mental health. It also focuses in lowering the rate of suicidal deaths in the country since many suicidal deaths are related to bad mental health. A data collected from ABS in 2017 stated a rise in number of deaths of 3,128 people due to intentional self-harm from 2,866 in 2016 to 3,218 in 2017 (National Mental Health Strategy, 2020).
An estimated data from NSMHWB in 2007 showed that out of all the people attempting suicide in past 12 months, 94.2 % had encountered a mental health disorder during the same time span. As stated in the Burden of Disease Study by the Australian Institute of Health and Welfare (AIHW) conducted in 2011, an overall loss of 542,554 years of healthy lives was observed. It was so because of mental health disorders, which comprised for 12.1% of the total disease incidence constituting mental health disorders as the third highest reason of disease incidence in Australia (Cook, 2019).
Problems Overlooked by the Policy
There might be some crucial problems, which sometimes are overlooked while forming the policy. Unidentified mental health problems can cause some serious life threatening risks, which might be overlooked by the policy-making authorities. Regulation of drugs and medications associated with mental health conditions is one aspect that is overlooked majorly while planning strategies for implementation of mental health policies. Lack of subject matter experts in the policy-making authority might lead to bypass of some major opinion and knowledge related to mental health disorders, psychology and psychiatry.
Frame of Reference/Dominant Discourse
Mental health might require a variety of social, physical and psychological networks that would help in better understanding of the needs of the person over a longer duration of time and hence the use of different frames of reference comes into play.
